New Haven Plan Commission Meeting Agenda
Monday December 9, 2013 at Town Hall 6:30 pm
1. Pledge of Allegiance
2. Verification that Open Meeting rules were followed
3. Minutes from last meeting
4. Request by Jim Larson to rezone 3.5 acres from a 40 acre parcel at 3681 1st Lane from A1-35 to R1-LL, in order to separate the house from the farmland and sell the farmland.
5. Request by Rand Atkinson for a special exception permit from the Adams County Shoreland Protection Ordinance to conduct an aquaculture/fish hatchery operation at 4002 3rd Avenue, and to bore under a Town road for a 4 inch diameter plastic discharge pipe, which would discharge up to 70 gallons per minute into Big Spring Creek from the aquaculture operation.
5. Any other matters pertaining to the Plan Commission, discussion only.
New Haven Plan Commission Meeting Minutes - Monday Sept 9, 2013
In attendance were Byers, Coon, Van Schoyck and Joslin for Plan Commission, Roland and Sandra Jensen.
Pledge of Allegiance was recited. Joslin confirmed the meeting had been posted properly. Minutes from the last meeting were reviewed. Motion by Byers to approve minutes, second by Coon, M/C.
Request by Roland and Sandra Jensen to rezone 5 acres at 398 Golden Ave. from A1-35 to A3 in order to separate the house from the farmland and sell the house within the family.
Roland Jensen explained that 5 acres was an estimate, the surveyor they contacted told them to get approvals before they surveyed and figured out the exact acreage. Joslin said the acreage would matter if it turned out larger than five acres because in that case the remainder of the 40 acre parcel would have to also be rezoned from A1-35 to A1-15. Jensens asked what to do, Joslin recommended that they call Adams County P & Z, and also that since they were paying the surveyor, they should tell the surveyor what to do.
Joslin said he believes they must vote on the application as written, for rezoning 5 acres, and make a recommendation to the Town Board. However, if the Jensens got new information prior to the Town Board meeting or the Adams County meeting, it would be up to those two bodies on how to act. After discussion, the concensus was that the exact acreage was more of a technicality to us, but that we had to recommend approval of a specific amount, 5 acres.
Motion by Coon to recommend approval of the rezone to the Town Board, second by Van Schoyck, M/C 4-0.
