Minutes of January 16, 2020 Meeting
New Haven Township, Adams County
The January 2020 meeting of the New Haven Town Board was called to order at 7:00 p.m. on
Thursday, Jan. 16th at the Town Hall by Chairman Tory Wolfram
The Pledge of Allegiance was recited and the Clerk noted that notice of the meeting had been
posted in three locations and transmitted electronically to those requesting same.
Minutes of the previous meeting were read and approved with a motion by Supervisor Adam
Watson and second by Supervisor by Bill Ebert.
Treasurer Conny Crothers presented the monthly financial report which was then approved
with a motion by Bill and second by Adam.
Transfer Site cost saving measures were discussed and the Board will continue to monitor
County activities and look for alternatives.
Discussion regarding expanding ATV/UTV routes resulted in an informal decision to wait a while
before adding routes and ask residents their opinions to get a “feel” for what is wanted. Eric
Edwards of the ATV/UTV club indicated he was there to help with any decision made at the
appropriate time.
Tree and Brush cutting was discussed and it was decided to prepare a Bid Notice for the work
needing to be done this year.
The letter from Dustin Grant, Planning and Zoning Director, requesting Town input into various
items was then discussed at quite length. The following opinions will be sent back to the
Director from this Town:
1. Greater enforcement of the existing junk ordinance is a great need. An ordinance is of
little use if not enforced;
2. Campers should be allowed on vacant ground for a limited time and allowed on residential
parcels all the time;
3. Easements to landlocked parcels should not be allowed, however, “flag” parcels should be
encouraged as a means of access;
4. Inspections should continue as they now are;
5. Garages and storage sheds should definitely be allowed on vacant parcels. They must not
be used as a residence. Allowing the construction of these buildings may help with item 1
above.
6. It is strongly recommended that Septic Systems found to be deficient be replaced and not
simply re-checked again in three years time.
Adam reported that repair of 4th from 23 south is in bad need of repair and should be a priority
for this year.
The Clerk noted that there is now a new management company for Berry Ridge
and that the ownership remains the same.
A primary election will be held on February 18th for
candidates running for the State Supreme Court. Some things are needed to bring the Town
Hall up to current standards for Polling Place Accessibility. The Board gave approval for the
Clerk to proceed to acquire the needed improvements.
Bills were presented by the Clerk and approved for payment with a motion by Adam and
second by Bill.
Dave Ditter of the Lake Mason Management District reported that the District had acquired
“Slow-No Wake” buoys to be put in place, that fire numbers visible from the lake were in the
process of being approved in conjunction with the Briggsville Fire Department, and that new
piers were needed at the Mason Station boat landing. The Town may be asked to provide some
funding for the piers and will be kept informed of that project as it progresses.
The next meeting of the New Haven Town Board will be held at the Town Hall on Thursday,
February 20th, 2020 at 7:00 p.m.
Adam moved and Bill seconded for adjournment. Motion carried and the meeting was declared
adjourned at 8:15 p.m.
