Minutes of October 17, 2019 Meeting
New Haven Town Board
The Regular Monthly meeting of the New Haven Town Board was called to order at 7:00 p.m. on
October 17, 2019 at the Town Hall by Town Chairman Tory Wolfram.
The Pledge of Allegiance was recited and the Clerk noted that notice of the meeting had been posted
in three locations and transmitted electronically to those requesting same.
Minutes of the previous meeting were read and approved with a motion from Supervisor Adam
Watson and second from Supervisor Bill Ebert.
Treasurer Conny Crothers presented the financial report which was then approved with a motion
from Adam and second from Bill.
Dan Zinke appeared before the board requesting to rezone a portion of his property located in the
SE ¼ of the NW ¼ of Section 17 from A1-35 to A1-15. This request was reviewed and unanimously
approved by the Plan Commission. Bill moved to approve the request and Adam seconded the motion.
Motion carried.
Allison Lauth appeared before the board requesting to use a portion of New Haven roads for an
Easter Seals fund raiser run to be held in May, 2020. Bill moved and Adam second for approval of the
request and the motion carried.
Discussion ensued on the one time 90/10 road aid program. The possibility of applying for repair of
First Lane and Golden Drive was suggested. Adam moved and Bill second to approve the expenditure of
up to $800 for a professionally written grant application. Motion carried.
The proposed change to the Adams County Zoning Ordinance regarding short term rentals was
discussed. Bill moved and Adam seconded a motion to have the Clerk send notice to the Adams County
Planning and Zoning Committee recommending for approval of the proposed changes. Motion carried.
The Clerk noted that it is New Haven’s turn to host the next meeting of the Adams County Town’s
Association and plans were made to accomplish that. Also noted that the Isaacson family will use the
hall for Thanksgiving, that a training for the new voting machine will have three representatives form
this Town, that Election Training for Inspectors and Clerk was ongoing and would be completed in time
for the February primary. It was agreed to have CountyLine Snow removal continue to plow and salt the
Town Hall and Transfer Site. The Clerk was instructed to use the full amount of allowable Levy increase
when developing the 2020 budget.
Agenda items for the next meeting shall include discussion of options for reducing cost at the transfer
site and adopting the budget for 2020.
The next meeting will be held on Thursday, November 14, 2019 and will follow the Budget Hearing
which will begin at 7:00, and the Special Town Meeting which will follow the hearing.
Bill moved and Adam seconded for adjournment and the meeting was declared adjourned at 7:35
p.m.
