Minutes of Regular Town Board Meeting
10/18/2018
Town of New Haven, Adams County, Wisconsin
The regular monthly Town Board Meeting was called to order at 7:00 p.m. on Thursday, October 18, 2018 at the Town Hall by Chairman Tory Wolfram and began with the Pledge of Allegiance and a statement by the Clerk that the meeting was properly noticed.
A hearing on Ordinance #10-2018, an Ordinance amending Ordinance #10-2015-2 to include portions of County P and Gale Ct. from 1st Lane east to the county line was opened. No one spoke in favor and Ken Kieffer expressed concerns about excessive speeds. No other comments were heard in favor or against. Chairman Wolfram the closed the hearing.
Minutes of the previous meeting were read and approved with a motion from Supervisor Adam Watson and a second from Supervisor Bill Ebert.
Treasurer Conny Crothers presented the monthly financial report which was approved as presented with a motion by Bill and second by Adam.
Chairman Wolfram reported that at least a portion of the costs attributable to the August storm will be reimbursed by FEMA when all of the necessary requirements are met to their satisfaction.
Issues with the transfer site were discussed. Mark Luer reported that at times he could hear the attendant yelling at people from his house. Jay Churco said he hoped the transfer site would remain open, and Dan Romain held the similar opinion. It was agreed that a special meeting would be held on Monday Oct. 22nd with a closed session to discuss this further.
Judge Dan Wood, Sheriff Sam Wollin, and District Attorney Tania Bonnett explained the Drug Treatment Court which has been in operation for some time. It is an alternative to incarceration for repeat offenders who wish to better themselves, and for whom jail becomes more or less a vacation rather than a punishment. The program took two years to develop and now has six participants. Two were terminated from the program for non-compliance and the ultimate goal is for fifteen participants. Suitable candidates for the program are nominated by their respective attorneys.
Ordinance 10-2018 amending the ATV/UTV Ordinance was adopted on a motion by Bill and second by Adam. The Clerk polled the Board and the vote was unanimous in favor of adoption.
Resolution 10-2018 allowing Alliant to install Natural Gas lines in some locations in the Town was approved on a motion by Adam and second by Bill. The Clerk polled the Board and the vote was unanimous in favor of adoption.
Patching of reads was discussed and Adam reported that Lenny Watson would be favorable to doing the patching in the coming year should Dale Reichhoff be unable to do it. It was decided to contact Mr. Schyvinch to have him proceed to mow the roadsides, now that the storm damage cleanup was completed.
Bills for the month were presented by the Clerk and all were approved for payment with a motion by Bill and second by Adam.
Agenda items for the next meeting shall include brushing, and the Clerk noted that the Budget Hearing and Special Town Meeting to adopt the Levy would be held just prior to the meeting.
The next regular meeting will be held at 7:00 p.m. on Thursday, November 15th, 2018.
Bill moved that the meeting be adjourned. Adam seconded the motion and Tory declared the meeting adjourned at 7:56 p.m.
