Minutes of November 2016 Budget Hearing
At 7:00 p.m. on November 16, 2017 a Public Hearing on the Proposed 2018 Budget was convened at the
Town Hall by Town Chairman Tory Wolfram. The Clerk read the proposed budget in its entirety and
explained how the figures were derived. Rand Atkinson questioned whether more Stop Signs with
flashing lights were included in the budget citing the annoyance the existing ones are causing him.
Chairman Wolfram explained that the signs in questions were provided as a safety measure by Alliant
Energy at no cost to the Town and no more were expected. Former Town Chairman Ed Coon questioned
whether the Town was entitled to full Highway Aids from the State. The Clerk responded that indeed
we were receiving the full amount allowed. No further questions were forthcoming and the Chairman
declared the Public Hearing Adjourned.
Minutes of Special Town Meeting
At 7:12 p.m. (immediately following the preceding Budget Hearing) Chairman Wolfram called to order a
Special Town Meeting for the purpose of adopting the Levy and approving Highway Expenditures for the
coming year. Mr. Ed Coon moved to adopt the Town Levy in the amount of $146,814 to be paid in 2018
pursuant to Sec.60.10(1)(a). Tory Wolfram seconded and the motion carried by unanimous voice vote.
Adam Watson moved and Bill Ebert seconded to approve the Highway Expenditures for 2018 as
specified in the Budget Hearing. Motion carried by unanimous voice vote. Bill Ebert moved and Adam
Watson seconded to adjourn the Special Town Meeting. Motion carried by unanimous voice vote and
the meeting was declared adjourned at 7:15 p.m.
Minutes of November 16, 2017 Monthly Town Board Meeting
The regular monthly meeting of the New Haven Town Board was called to order at 7:15 (immediately
following the Special Town Meeting) at the Town hall. The Pledge of Allegiance was recited and the
Clerk noted that notice of the meeting had been posted in three places and transmitted electronically to
those on record as wishing this method of notification.
Minutes of the previous meeting were read and approved on a motion by Supervisor Bill Ebert and
seconded by Supervisor Adam Watson.
The Treasurer’s Report was presented and approved on a motion by Adam and second by Bill.
Chairman Tory Wolfram invited all present to ask pertinent questions and offer opinions on the various
agenda items during the course of the meeting.
Aaron Gerike will begin brushing and tree cutting as soon as the ground freezes and it was decided to
have him remove any decrepit and unused fences if practical and face to face meetings with landowners
should be made before doing any of the aforementioned activities.
Adam moved and Bill seconded to Adopt the 2018 Budget as presented at the Budget Hearing. Motion
carried.
Adam reported that he will be getting any sign work needed done before the ground freezes. Bill
reported that someone had left tires in the right of way. He also requested that someone else take care
of making the decisions about snow plowing and sanding for the coming winter. Tory said that he would
assume that responsibility.
Dale Reichhoff reported that he had worked with Scott Construction to investigate the sinkhole which
had developed on the west shoulder of 1st Lane. The hole turned out not to be very deep and was
subsequently filled with lime gravel for the winter.
Tory reported that Alliant had completed their mining of clay for the year and that road repairs for
which they are responsible will be taken care of in the spring. Damages were such that there was no
need for immediate repairs.
Bills were presented by the Clerk and approved for payment on a motion by Adam and second by Bill.
Agenda items for next month shall include appointment of poll workers for the next 2 year term,
approval of a Mobile Home Park License for the new owners of Berry Ridge and payment of annual
salaries to Chairman of the Town Plan Commission and Highway Superintendent. Additional items may
also be added as time progresses.
The next meeting will be December 21st at 7:00 p.m. at the Town Hall.
Adam moved and Bill seconded for adjournment. Motion carried and the Chairman declared the
meeting adjourned at 7:41 p.m.
