Minutes of Special Town Meeting
November 17, 2016
On the evening of November 17, 2016 the hearing on the proposed 2017 Budget for the Town of New Haven, Adams County Wisconsin was convened at the Town Hall at 6:30 p.m. by Chairman Tory Wolfram. The clerk presented the budget to all in attendance and answered any questions pertaining to the issue at hand. Following the hearing, at 6:45 p.m. the Chairman called the Special Town Meeting to order. Notice of this meeting had been posted in three places and published in the Adams County Times two times prior to the meeting.
Pete Joslin moved with a second from Lenny Watson to adopt the resolution increasing the Town Levy by 20% above the previous year levy in the amount of $24,302.69. Motion carried by a show of hands with seven (7) voting in favor, and none (0) opposed and none (0) abstaining.
Lenny Watson then moved to adopt the resolution to adopt the 2017 town tax levy in the amount of $145,820.00. Pete Joslin seconded the motion. Motion carried with a show of hands with seven (7) voting in favor, none (0) opposed and none (0) abstaining.
Lenny Watson then moved to Adjourn the Special Town Meeting. Pete Joslin seconded the motion and the meeting adjourned at 6:50 p.m.

Minutes of November 2016 Regular Town Board Meeting
The regular monthly meeting of the New Haven Town Board was called to order at 7:00 p.m. on Thursday, November 17, 2016 at the Town Hall by Town Chairman Tory Wolfram.
The Pledge of Allegiance was recited and the Clerk noted that notice of the meeting had been posted in three places in the town and had been transmitted electronically to those on record as requesting same.
Minutes of the previous meeting were read and approved on a motion by Supervisor Adam Watson and second by Supervisor Bill Ebert. Motion carried.
The Treasurer’s report was presented by Treasurer Conny Crothers and approved on a motion by Bill and second by Adam. Motion carried.
Tory invited any in attendance to ask questions and make appropriate comments during the course of the meeting.
Bill moved and Adam seconded to approve the 2017 budget as had been presented at the budget hearing. Motion carried.
Adam moved and Bill seconded to adopt Resolution #11-2016 approving short term borrowing of funds in the amount of up to $50,000.00 until February 15, 2017 to meet the obligations of the Town, from the Bank of Wisconsin Dells. The Clerk conducted a poll vote with Tory, Bill, and Adam all voting in favor of adoption of the resolution. Motion carried.
Work needed on the First Lane culvert was discussed. 75% of the cost of this and other storm related costs will be reimbursed by FEMA at a later date.
The 35 MPH signs for Golden Court have arrived and Adam will affix them to the posts. The ditch mowing has been completed for the second and final time. Pete Joslin, Chairman of the Town Plan Commission spoke regarding the Farmland Preservation plan being discussed at the County level. He indicated that the plan is not in any conflict with the New Haven Land Use Ordinance and suggested the board take no action preventing voluntary cooperation with the plan.
Bills were presented by the clerk and approved on a motion by Bill and second by Adam.
Topics for the next meeting shall include repairs needed to the culvert on Golden Ave. by the Ginther Farm and the First Lane culvert previously referred to.
The next meeting will be Thursday, December 15, 2016 at the Town Hall at 7:00 p.m.
Adam moved and Bill seconded to adjourn. Motion carried and the meeting was declared adjourned at 7:34 p.m.
