Minutes of March 16, 2023 Town Board Meeting
Town of New Haven, Adams County
Chairman Tory Wolfram called the meeting to order at 7:00 p.m. and the Pledge of Allegiance
was recited.
First on the agenda was a Public Hearing on the proposed amendment to the
ATV/UTV Ordinance. The amendment would add Gulch Ave from the Dell Prairie line to Fourth
Drive and Fourth Drive from Gulch to Highway 23 to the list of approved routes in the Town. Pat
Hickey appeared and spoke in favor of the amendment. No one spoke in opposition. The
hearing was closed at 7:05 and regular Town Board meeting was called to order.
Minutes of the previous meeting were read and approved with a motion by Supervisor Adam
Watson and second by Supervisor Bill Ebert. Motion carried.
The Treasurer’s report was presented and approved for filing with a motion by Bill, second by
Adam. Motion carried.
The proposed amendment to the ATV/UTV Ordinance was discussed. Dell Prairie is working on
their Ordinance and Newport is doing the same. Their Ordinances are nearly identical and very
similar to ours except that some more restrictive wording is added. It was the consensus that
our existing Ordinance and subsequent amendments should be re-made by Attorney John
Miller and that all roads under Town control should be included. Also an agreement should be
created between the Town and the ATV Club to put in writing the verbal agreement we have
worked with since 2015. Bill moved and Adam seconded to table action on the proposed
amendment and the next item of business to allow for all roads in the Town to be approved
pending legal review and updating. Motion carried.
Bill moved and Adam seconded to give the Clerk discretion to choose either three or five poll
workers for the April election. Motion carried.
County Supervisor Jay Churco spoke of various topics covered at the County level which have an
effect on the Town. Bill reported that he had installed a new address sign for Karen Lentz. A
stop sign and post at the intersection of First Lane and Golden Ave. is missing and Bill will
replace it.
Bills presented to the Clerk were approved for payment with a motion by Adam and second by
Bill. Motion carried.
Future agenda items shall include the revised ATV/UTV Ordinance and road projects for the
year. Next meeting will follow the Annual Town Meeting on the 18th of April at 7:00 p.m.
It was moved and seconded for adjournment and the Chairman declared the meeting
adjourned at 7:42 p.m.
