Minutes of April 18, 2023 Town Board Meeting
Town of New Haven, Adams County, Wisconsin
The regular monthly meeting of the New Haven Town Board was called to order by Town
Chairman Tory Wolfram at 7:11 p.m. immediately following the Annual Town Meeting.
The Clerk noted that proper notice of the meeting had been given by posting in three places, by
emailing to those who have requested such form of notification, and having the notice placed
on the Town web site.
Minutes of the previous meeting were read and approved with a motion by Supervisor Adam
Watson, second by Supervisor Bill Ebert. Motion carried.
Treasurer Conny Crothers presented the treasurer’s report which was then approved with a
motion by Bill and second by Adam. Motion carried.
Brian Liebaert, Tylee Tello, and David Elgan of the Southern Adams County Road Runners
ATV/UTV club were in attendance to discuss the proposed agreement between the Club and the
Town. This agreement is being drawn up by Attorney John Miller to put in writing the verbal
agreement both parties had been implementing. The Club objects to the provision that the
Club has ownership of the signage and further objects to naming the Town as a certificate
holder on their liability policy. After some discussion it was agreed that the Club should contact
their insurance provider to see how difficult and expensive it would be to name the Town as a
Certificate Holder and seek competent legal advice regarding signing the agreement. The Town
will wait until Attorney Miller has completed the agreement before taking any further action.
Road repairs for the year were discussed listing the many roads in need of repair. The Clerk
presented projected figures for funds available for road projects.
County Supervisor Jay Churco reported on the Rural Partners program which may be a source of
revenue to Towns. He also reported that the County has approved hiring a new Investigator for
the County Sheriff’s Department. Chairman Wolfram reported on meetings he had attended
with legislators regarding various ways to increase State revenue to Towns. He had advocated
for increasing the General Transportation Aid and Shared Revenue as a more equitable way than
through the LRIP program which only benefits a few municipalities each three year cycle.
Invoices which had been received by the Clerk were approved for payment with a motion by
Adam, second by Bill. Motion carried.
Agenda items for next month shall include ATV/UTV updates and Road repairs.
The next meeting will convene at 6:15 on May 18, prior to the Board of Review.
New Supervisor Jason Musiedlak was introduced and retiring Supervisor Bill Ebert was thanked
for his eight years of service as Town Supervisor. Chairman Wolfram then appointed him as
Road Superintendent for the year.
Adam moved and Bill seconded for adjournment and the meeting adjourned at 8:07 p.m.
