TOWN OF NEW HAVEN, ADAMS COUNTY, WI
REGULAR MONTHLY TOWN BOARD MINUTES OF
THURSDAY, AUGUST 21, 2014-7:00 p.m.
The regular monthly town board meeting was called to order at 7:00 p.m. by Chairperson Mike Julson, with all board members present.
This meeting was in compliance with the open meeting law by being properly noticed. The agenda was approved with a motion by Brad Luger/Lenny Watson. M/C. Meeting minutes of the July 17, 2014 regular monthly town board meeting were approved with a motion by Luger/Watson. M/C. The financial report was read by the town Treasurer, with the following balances as of July 31, 2014: NOW account: $56,891.90, Berry Ridge Parking fees: $4,513.10, MMDA: $3,338.71, Tax account: Closed out, and CD: $19,668.61.
Public comment:
Resident Pat Coon stated that he drove past the Frank Lentz property and couldn’t see any issues with the ditches. Chairman Julson stated that unless you get out of the vehicle and look under the road and the culvert you wouldn’t see the undermining the running water has done. Chairman Julson had talked with one contractor as to what needed to be done to repair the road right-of-way and received an estimate for machine, man & materials of approximately $5,000. Jane & Roy Gervais, and the renter Bryan Bula who were present and representing Frank Lentz, stated that they don’t feel the ditches need to be repaired and feel that the town is singling out Frank Lentz. Jane stated that they have pictures of other situations on town roads that are equally as much in violation and they also had Adams County Planning & Zoning down to look at the situation and the department said no buffer was required in that area. They also feel that when the road was repaired and raised up years ago that the problem started then. This discussion became quite lengthy and heated. Chairman Julson felt the discussion was getting out of hand and moved on down the agenda.
Old or unfinished business:
1) Lentz/Gervais right-of-way encroachment- a motion was made by Luger/Watson stating that nothing would be done on this agenda item until the town board meets onsite with the property owners and renter on Sunday, September 7, 2014 at 1:00 p.m. and a decision will be made at that time as to who and how to proceed to correct the encroachment damage, second by Watson. M/C.
New business:
1) Close-out of money-market account at Bank of Wisconsin Dells- the account earns approximately .28 a month interest therefore the account will be closed out and transferred to the NOW account by the Treasurer with a motion made by Watson/Luger. M/C.
2) Roadside mowing-Luger stated he felt that where possible mowing should be done further out to keep the brush from growing back into the roads. Spraying was mentioned as an option. Luger will get prices from Columbia County Highway Dept. as to spraying with a vegetation truck. Chairman Julson will check to see if Adams County has such equipment.
There were no reports from Town Chairman and the County Board representative was not present
Motion by Luger/Watson to approve the disbursements read by the town Clerk. M/C. Motion to adjourn at 7:50 p.m. by Luger/Watson until the next regular monthly town board meeting September 18, 2014 at 7:00 p.m. M/C.
