TB minutes 9-7-14 special meeting
TOWN OF NEW HAVEN-ADAMS COUNTY, WI
SPECIAL TOWN BOARD MEETING OF SEPTEMBER 7, 2014- 1:00 P.M
This meeting was called to order at 1:00 p.m. by Chairperson Julson. Present were supervisors Luger & Watson, Attorney Wood, Consultant Dale Reichhoff, Jane & Roy Gervais, and Bryan Bula. This meeting was conducted along Gale Court approximately ¼ mile east of First Lane to consider shoulder, ditch and culvert issues along Gale Court. The consensus of the town board, based on recommendations from Mr. Reichhoff, was that the following work on Gale Court was necessary:
1. Sloping and seeding of the shoulder for the following distances from the culvert at issue: North side of road: 175 feet to the east and 240 feet to the west. South side of the road: 272 feet to the east and 240 feet to the west. It is anticipated that the sloping on the north side could be accomplished with existing soil that is on-site. Sloping on the south side will likely require fill from off-site.
2. Installation of culvert extensions, end walls and rip-rap on the north and south sides of the culvert at issue.
The opinion of the town board was that there are two options for getting this work accomplished:
A. The town would provide a maximum of two loads of clay for the south side sloping; and all labor and materials for culvert extensions as described above; and labor and materials for seeding the areas to be sloped upon completion of the sloping. The landowners or agricultural land renter would provide the actual sloping of both sides of the road according to Mr. Reichhoff’s direction and complete the same to his reasonable satisfaction. The landowners woluld also need to provide any fill necessary beyond the two truckloads provided by the town.
OR
B. The town would arrange for the work to be completed and impose a special charge against the adjacent landowners for some or all of the costs, pursuant to sec. 66.0627 Wis. Stats.
The landowners are to advise the town board by its September 18, 2014 meeting whether they are willing to accept option A. If not, the town board may proceed with option B. The special charge issue, if necessary, could be addressed by the town board after it gets a final amount for the related costs. If option A. is agreed upon by the landowners, the work would need to be completed by November 15, 2014 unless that date would be extended at the town board’s discretion, based on weather conditions. This project will be under $5,000 so there will be no need to put it up for “public contract.”
The town board felt there was no action necessary at this time regarding 1st Lane; any issue on that town road will be addressed next year or the year after. Meeting adjourned at 2:30 p.m.
